Main Themes

The thematic areas of the PASCAL Project focus on monitoring and providing technical assistance to Angolan partners to improve local governance processes in Angola.

  • Strengthening the dialogue on participatory governance between official institutions and civil society, with a perspective that includes gender, innovation and digitalisation.
  • Proposals for adjustments to the legislative and regulatory framework for participatory governance, valuing local experiences, with the involvement of Angolan academic institutions.
  • Improving the capacity of institutions for participatory governance, mainly with the Ministry of Territorial Administration (MAT), selected regional governments and 25 prioritised municipal administrations.
  • Increased diversity and representation of participants in local citizenship dialogue spaces, especially with regard to participatory budget processes in municipalities and the participatory governance spaces that exist in Angola.
  • Developing civil society capabilities by way of grants and ad hoc entities (project cycle management, local authorities, gender, public policies, CSO financing and management, etc.).
  • Developing high-impact communication actions on decentralisation, participatory governance and citizen participation.

These thematic areas are expressed in the expected results of the PASCAL project, through which activities are developed in accordance with the Project planning and with the demands of the Angolan counterparties:

Expected Result 1

Improved participatory governance process and strengthened institutional capacities.

Expected Result 2

Reinforced capacity of Civil Society Organisations to participate in decision-making and engage in dialogue with the different institutions.

Expected Result 3

Greater capacity of media professionals and citizens to exercise their fundamental rights regarding freedom of expression and access to information.
