PASCAL holds Technical Committee and advances to crucial phase

PASCAL advances with 90% effectiveness and considers extending the project

PASCAL, a project funded by the European Union, held its technical committee today – June 4, 2024, in one of the MAT rooms. The meeting was mediated by Pablo López Deán, Director of PASCAL, and was attended by several representatives, including Mrs. Aurea Machado Pereira (DUE), Mr. Cassongo João da Cruz (National Director of Local Administration), Mrs. Gina Moura (Consultant to the Secretary of State for Territorial Administration), among other managers and specialists involved in the project.

The meeting aimed to support the project’s Steering Committee by defining, monitoring and supervising the implementation of activities, ensuring their coherence and effectiveness.

During the meeting, the activities carried out from January to May 2024 were highlighted:

  • Project Baseline Presentation
  • Status of the functioning of the Multifactorial Participation Mechanism
  • Training for municipal administrations on participatory budgets
  • Training plan for public institutions (ENAPP)
  • Conducting 5 scientific studies
  • Presentation of the project’s Monitoring and Evaluation system
  • Study visits to Spain and Lithuania
  • ROM Evaluation
  • Training of journalists in the 5 PASCAL provinces
  • Operation of the project focal points
  • Granting of subsidies
  • Development of the project website
  • Strengthening communication campaigns and project visibility
  • Coordination with different actors

The activities planned for the quarter June to August 2024 were also presented:

  • Proposal for an addendum to extend the project
  • Development of the project Monitoring and Evaluation system
  • ROM evaluation of the project
  • Study visit to Spain
  • Start of the Multifactorial Mechanism meetings
  • Preparation of the 5 scientific studies
  • Bidding on gender and youth: strategies, training and scientific studies
  • Focal point activities
  • Study visit to Lithuania
  • Support in the reactivation of the National Civil Society Conferences
  • Meetings with journalists to strengthen capacities on the project’s themes
  • PASCAL – MAT Coordination
  • Analysis on the future continuity of the project

PASCAL makes significant progress, with 90% effectiveness in meeting its goals. The active involvement of five MAT technicians in the meeting demonstrates the great interest and importance of the project for the government. The satisfaction of the funding entity led to the consideration of extending the project, reinforcing support to youth councils and other civil society bodies from September onwards.
